The City of Perth Council met on Tuesday 1 July. The following decisions were made:
Completion of Hay Street two-way conversion
Since 2021, the City has been progressively converting sections of Hay Street to two-way traffic and making general improvements to the street.
Last night, Council endorsed the draft concept plan for the final part of the Hay Street two-way conversion, from Elder Street to Thomas Street. This project will complete the two-way street conversion along the entire length of Hay Street.
The new design will improve traffic flow and incorporate better cycling and pedestrian infrastructure, incorporating improved parking bay access, pram ramps, street trees and lighting.
The project is community-focused to enhance safety and amenity and improve connectivity around West Perth. It will also enable the CAT bus to operate in both directions east of Outram Street, enhancing accessibility and convenience for commuters.
Community consultation regarding the draft concept plan will begin this month and updates will be available through the City of Perth website.
Updated Local Planning Policies to support heritage conservation and deliver community benefits
Council endorsed two revised draft local planning policies to support the new draft Local Planning Scheme No. 3. These policies were draft Bonus Plot Ratio Local Planning Policy and draft Transfer Plot Ratio Local Planning Policy.
The revised Bonus Plot Ratio policy will provide an incentive through allowing additional floorspace where a development deliver a strategic or community benefit such as affordable housing, open space, community or cultural facilities, sustainable design or heritage conservation.
The revised Transfer Plot Ratio policy focuses on supporting the conservation of our heritage buildings. This policy provides a landowner with the ability to sell their unused plot ratio (development potential) to help fund the conservation of their heritage building.
Once approved by the Minister for Planning the draft Local Planning Scheme No.3 and a suite of new local planning policies, including these two policies, will be advertised for public feedback for 90 days. Once finalised and approved by the Minister for Planning, these will become the new guide for development across the city.
Economic Development Strategy 2025-2028
The revised Economic Development Strategy 2025-2028 was endorsed by Council.
The three-year strategy will replace the current 10-year Economic Development Strategy (2022–2032) with a new, more focused approach that reflects the City’s current priorities in a post-COVID environment.
The new strategy sets out five main goals:
- to make Perth more attractive to businesses, investors, workers, students, and visitors;
- to better connect and support the business community;
- to encourage innovation and economic diversity;
- to establish a clear point of difference for Perth in a competitive market; and
- to attract investment.

Fraser Suites info sessions
The State Government will hold community information sessions on 12 and 19 July about its recent purchase of Fraser Suites, East Perth.
It plans to repurpose 200 residential dwellings for social and affordable housing tenants.
