- Celebrating Whadjuk Noongar culture, more arts and cultural experiences, improving Hay and Murray Street Malls and activating heritage and vacant buildings.
- More trees and shade to green the city, supporting business vitality and tourism, and improving amenities, such as accessible public toilets and change facilities.
- Continuing community safety and support, and strengthening social and cultural outreach.
- Continue to work with neighbourhood groups, residents and stakeholders to support activation, events and business vitality.
Neighbourhood Highlights 2021/22
East End revitalisation
Work to upgrade and improve the streetscape for Hay, Pier and Irwin Streets will come to completion, with new paving, seating and street trees creating a welcoming environment that reflects its character.
Refreshing Hay Street Mall
Work to refresh the retail ‘core’ of Hay Street Mall will commence, to improve public realm and safety, enhance its character and support social interaction and place activation.
The refresh will deliver new infrastructure such as power outlets, so more events and activities can happen, as well as new seating and tables, improved lighting and public art murals in the laneways of the mall, by local artists.
Making Central Perth lighter and brighter
Upgrades to existing lighting in Forrest Chase and the Wellington Street Station Forecourt will improve the evening experience for pedestrians in these significant places. Feature lighting projections will enhance Hay Street Mall’s built form character.
Approximately 80 new street trees will be planted on Hay, Murray, Moore and Little Milligan Streets with the aim to ‘green’ our streetscapes, increase shade and amenity and make it more comfortable for pedestrians, in line with the Urban Forest Strategy.
Enlivening our streets and malls with art
The “Light it Up” public art program will transform streets and places with light installations, to make them safe and welcoming:
- Hay Street Mall – near London Court
- Irwin Street – north laneway.
Improving traffic flow
The intersection at Spring Street and the Esplanade will be upgraded to improve traffic flow and legibility in this area.
Community support and outreach
Providing a city base for accredited homelessness services operating within the City’s public realm, the Moore Street Hub will continue.
Cultural outreach services, delivered by Aboriginal-led RooForce, supports people experiencing homelessness, by connecting them to appropriate services.
Conserving Perth Town Hall
A Conservation Management Plan will be prepared to guide essential remedial works for this important heritage building - Australia’s only gothic-style town hall.

Events and Celebrations
Perth is our capital city and the events heart of WA. The City will facilitate, support and deliver great opportunities throughout the year for community interaction and enjoyment.
The Christmas Lights Trail will transform the City at this magical time of year, through light installations and vibrant Christmas decorations. Australia Day and Skyworks celebrations are back better than ever, with fireworks in Central Perth and a range of other local neighbourhood activities across the City.
A three-day event in April 2022, Heritage Perth weekend celebrates our natural, cultural and built heritage and its ongoing contribution to our community.
