The framework implements the City's Local Planning Strategy and will guide future growth, investment and development while protecting the unique character and heritage of Perth's neighbourhoods.

At the centre of the framework is Draft Local Planning Scheme No. 3 (LPS3), which will replace the City's existing planning schemes with a single, modern planning scheme, supported by a suite of local planning policies.

City of Perth Lord Mayor Bruce Reynolds said the draft framework would help shape a growing and prosperous capital city.

“This draft planning framework is about creating a clear and consistent roadmap for Perth future growth, while protecting the character, heritage and qualities that make our city unique,” he said.

“As our capital city continues to grow and evolve, it is important that we have a planning framework that supports investment, housing choice, economic activity and great urban design, while ensuring Perth remains a vibrant, liveable and distinctive place for future generations.

"Perth residents, industry experts and business owners and operators know our city as well as anyone. We want to hear what they think before we lock anything in.”

Key changes proposed under the draft framework include:

  • New zoning and land-use provisions to support a more active and vibrant city.
  • Increased development opportunities in appropriate locations.
  • Incentives for outcomes that benefit the community, including affordable housing, sustainable design, heritage conservation, public open space and improved pedestrian connections.
  • New character and heritage areas to protect the unique identity of Perth's neighbourhoods.
  • Updated building height and built form controls.
  • Greater alignment with the State planning framework.
  • Simpler and more consistent planning rules to reduce complexity and support investment.
