The City of Perth Council met on Wednesday 30 September. The following decisions were made:

New Position Statement outlines City’s role and approach to homelessness

Council has adopted the City of Perth Position Statement on Homelessness, outlining the City's role, ongoing commitments and advocacy priorities in addressing homelessness.

The City's approach is guided by five key objectives: Housing First, No Wrong Door, Place-Based Response, Whole-of-Community Approach and prioritising immediate action for people sleeping rough.

The Position Statement reinforces the importance of collaboration between all levels of government, service providers, businesses and the broader community in responding to the complex and interconnected factors contributing to homelessness.

The statement will be available on the City’s website (timeline).

Plan to support more people living in Perth

Council has adopted the City Living and Adaptive Reuse Action Plan, which sets out the City's approach to increasing housing supply, encouraging investment and creating more opportunities for people to live in the city.

The plan supports the City's aspirational target of growing Perth's residential population to more than 55,000 people by 2036 and 90,000 by 2050, recognising the role a growing residential community plays in supporting local businesses, activating neighbourhoods and creating a vibrant, liveable capital city.

Developed following research and engagement with the development industry, the plan identifies five strategic priorities:

  • Deliver more housing
  • Unlock adaptive reuse
  • Improve development certainty
  • Create great places to live
  • Lead and partner for growth

The final Plan will now be prepared for publication on the City of Perth website and in hard copy.

City advocates for balanced noise regulations in Northbridge

Council has endorsed the City's submission to the State Government's Department of Water and Environmental Regulation (DWER) on proposed amendments to the Environmental Protection (Noise) Regulations 2026 for the Northbridge Special Entertainment Precinct.

The City supports the overall direction of the DWER’s reforms, which seek to provide greater certainty for entertainment venues while protecting residential amenity. The City’s submission identifies several areas requiring further consideration to ensure the regulations work effectively for residents, businesses and the broader community.

The City’s submission highlights the importance of striking a balance between managing noise impacts on residents and supporting a vibrant, thriving Northbridge that continues to attract visitors, support local businesses and strengthen Perth’s night-time economy.

The City will continue working with the State Government and industry stakeholders to support a framework that recognises Northbridge’s importance as an entertainment precinct while maintaining appropriate protections for the surrounding community.
